Outrage over elementary students handcuffed in class

Federal data shows that 715 students in fifth grade or less were arrested at school during the most recent school year. CBS News found that elementary students with disabilities and Black students were more likely to be arrested than students of other races or students without disabilities. Stephen Stock reports.
